Leading US senator rebukes Bush
A top US senator has moved to try to block George W Bush from refusing to enforce laws that he disagrees with.

Well, the senator you refer to introduced a law that would make it illegal for the president to do that. If the law passes, then he'll have to stop doing that. Otherwise, I guess he is not breaking the law.

Seems pretty democratic.
